Overview of the Role:
The purpose of this consultancy is to work with Prospera to assist the Ministry of Health with two priority tasks carried out in parallel:

  1. Transformation readiness assessment: Review and benchmark the transformation plans developed by the Ministry of Health working groups, recommend ways to strengthen the cohesion and execution of the plans, and support the Secretary-General of Health to set Key Performance Indicators (KPIs) for leaders aligned with the transformation reforms.
  2. Transformation implementation: This involves two main tasks: a) Develop a detailed plan for human resources and change management in the Ministry of Health; and b) Support the establishment and running of a program management office within the Ministry of Health to deliver ‘quick wins’ for the first 12 months alongside foundations for deeper change.

About the Program:
Prospera is a partnership facility between the Government of Australia and the Government of Indonesia working with the Coordinating Minister of Economic Affairs (CMEA). It aims to foster strong, sustainable and inclusive economic growth in Indonesia. Prospera is funded by the Australian Government and implemented by Cardno.

About the Role:
The successful firm is expected to bring international good practice to benchmark reforms, combined with deep knowledge of the Indonesian health system and modern human resource management and workforce planning. The firm should have extensive experience in delivering organisational change in large public institutions and access to health subject matter experts in areas including (but not limited to) primary and secondary health service delivery, health financing, health personnel management, patient engagement and health technology. By early 2023 the health transformation is expected to be well underway with immediate gains identified and delivered for the people of Indonesia

About You:
This assignment will be awarded to a reputable consulting firm with excellent track record of supporting government clients to execute large organisation transformation. The firm must demonstrate deep understanding of health systems, international/regional best practice and government provision of health services
