The role
Prospera is seeking a Senior Adviser (Grand Design for Pension System) to provide comprehensive advice to design the reform Pension System proposal, as a part of technical assistance provided by Prospera to the government of Indonesia through BKF.

The Fiscal Policy Agency (“BKF”) has been assigned by the Minister of Finance to formulate the Pension System Grand Design, which would set out policy options to implement the pension reform. The Pension System Grand Design is expected to be a national priority document in 2022. It will be monitored closely by relevant agencies, including Bappenas, as the basis to implement the national pension system in the future. As a reform proposal, the Pension System Grand Design will be prepared based on a comprehensive academic study covering various programs based on a multi-pillar system. This Grand Design is expected to outline the reform agenda consisting of a combination of an enhanced existing program and a proposed program. The Pension System Grand Design would be expected to strengthen pension regulations in Indonesia such as UU No.11/1992 on Pension System and its technical rules from a regulatory perspective.

About you (Selection Criteria)
To carry out this activity, Prospera will engage the Senior Adviser, which will possess solid qualifications and experience to support technical area and policy-making processes, including:

  • Minimum of 20 years of professional experience in providing consulting services for pension sector issues and/or reform (both Indonesia and cross-country experience are preferable)
  • Minimum of 15 years of professional experience in providing technical assistance to the areas of Indonesia’s pension system
  • Minimum of 15 years of fellow of actuarial society or minimum postgraduate degree in a relevant field such as economics, public policy, social policy
  • Broad understanding of the issues in the Indonesian pension sector from a regulatory and industry overview
  • Strong understanding of non-bank financial institutions sector, particularly the pension industry in Indonesia
  • Excellent communication skills with fluency in English (written and oral), including advocacy and presentation skills
  • Proven ability to write a concise report in English
  • Ability to work under strict time limits and apply high production and technical standards for the purpose of maintaining a high level of professionalism

About the program

Prospera is a partnership facility between the Government of Australia (through Department of Foreign Affairs and Trade) and the Government of Indonesia. It aims to foster strong, sustainable, and inclusive economic growth in Indonesia. Commencing from 1 March 2018, Prospera is a planned five-year investment.

The remuneration will be set according to DFAT Remuneration Framework Group D, Job Level 4. The remuneration level at which the Senior Adviser (Grand Design for Pension System) are engaged will be based on the successful candidates’ relevant skills and experience. The role is based in Home Based or Jakarta.
