The role
Prospera is looking for a Health Sector Public Financial Management (PFM) Adviser to support the implementation of the Health Spending Review. The spending review is a core part of the public financial management framework to improve the quality of spending.
The Health Sector PFM Adviser will bring high-quality advisory assistance and strong technical capacity in supporting the implementation of the Health Spending Review. S/he will be responsible for conducting an analysis of the PFM component of the study, particularly to evaluate budget formulation phase of the PFM cycle with policy research questions on how public spending is prioritised and funds are allocated. The study will involve a desk review of the PFM cycle in the health sector and in-depth interviews with relevant stakeholders, particularly to identify gaps and room for improvement in the existing health-related PFM policies and regulations. In addition, S/he will also provide technical expertise and insights for the other components to ensure a coherent overall narrative of the overall review.

About you (Selection Criteria)
The Adviser – Health Sector PFM will have deep knowledge in the public financial management of the Indonesian health sector. More specifically, the successful Adviser – Health Sector PFM shall be able to demonstrate to have the following skills, experience, and qualifications:
- Graduate degree in Economics, Health Economics, Public Health, or other relevant fields
- Minimum of 5 years of relevant work experience in conducting PFM review, studies on health financing, or public expenditure report
- Familiar with PFM cycle, with specific expertise in health sector is desirable.
- Software proficiency in Excel, PowerPoint, and statistical analysis packages (e.g., STATA)
- Strong analytical and communication skills, including the ability to write clear and concise reports and present findings to diverse audiences.
- Proven track record to work well in a team.

Remuneration
The remuneration will be set according to National Remuneration Framework Group C, Job Level 2. This position open for National Indonesian. The remuneration level at which the position is engaged will be based on the successful candidates’ relevant skills and experience. This is a short-term position, based in Jakarta.
